Home-address privacy in Arizona, 2026

Last updated October 24, 2026

Arizona separates recorder, assessor, voter and motor-vehicle confidentiality. An assessor order does not itself suppress voter registration, and the property address can remain outside protected identifying information. [1] [2] [3] [4] [5]

General information, not legal advice. Individual eligibility depends on the cited provision.

Which records and offices are covered?

Arizona record routes and their limits, checked October 24, 2026
Record or recipientPublished mechanismImportant limit
County recorderSection 11-483 uses a court process and identifies each recorded instrument.A combined affidavit must also satisfy the separate assessor provision. [6] [7] [8] [9] [10]
Assessor or treasurerSection 11-484 uses a danger-related court finding.Identifying information excludes parcel numbers, legal descriptions and property addresses. [8] [9] [10] [4]
Voter registrationSection 16-153 supplies its own court and ACP/protective-order mechanisms. The court route reaches specified co-resident voters; the recorder has a 120-day implementation period. [11] [2] [12] [13] [3]
Motor-vehicle recordsSection 28-454 has a separate eligible-person definition and court process. The department's statutory implementation period is 150 days after receiving the order. [5]
ACP recorded propertyProgram participants use a separate recorder procedure. The program's substitute address cannot be used on recorded real-property documents. [14]

Why are the property processes separate?

Arizona's recorder procedure appears in section 11-483. The assessor and treasurer procedure appears in section 11-484. Each statute supplies its own eligibility and record conditions. The assessor definition reproduced in the source includes specific public-service, safety and survivor-related categories. A category accepted for one record channel should not be assumed to establish eligibility under every other channel. [15] [8] [9] [10]

The applicant generally files the prescribed affidavit through the presiding superior-court judge. Certain agency personnel submit through their commanding officer or agency head. A recorder request must identify each instrument. A combined affidavit still has to satisfy both property provisions. The court must make the required safety finding. The reviewed property orders last five years, subject to statutory release and vacatur rules. [6] [7] [8] [9] [10] [16]

Which property fields can remain public?

Section 11-484 excludes assessor parcel numbers, legal descriptions and property addresses from its identifying-information definition. Removing a protected identity link therefore does not necessarily remove the parcel's address. The Address Confidentiality Program has another explicit boundary. Its substitute address cannot be used on recorded real-property documents, and participants need the separate recorder procedure for that channel. [4] [14]

ACP applicants meet in person with a registered Application Assistant. The program's published categories include domestic violence, sexual offenses and stalking. Those enrollment facts should be checked through the program rather than inferred from occupational court-order eligibility. A designated mailing address, a recorder restriction and an assessor restriction are separate mechanisms with different documents and decision makers. [17] [18] [6] [7]

How do voter and driver records differ?

Section 11-484 expressly excludes voter registration. Section 16-153 supplies the voter court process and addresses qualifying co-residents. The recorder seals order-covered registration within the stated 120-day period. The court-order route lasts five years, while the ACP and protective-order mechanisms have distinct conditions. These details prevent treating a property order as a completed voter-confidentiality request. [1] [2] [3] [11] [12] [13]

Motor-vehicle records use section 28-454, including its own definition and court procedure. The department must redact the covered identifying information within 150 days after receiving the order. Commercial privacy is another separate issue. The reviewed Arizona section 18-552 establishes security-breach investigation and notification requirements. That narrow source does not settle whether a general deletion right applies to a particular private data holder. [5] [19]
