## Which records and offices are covered?

Utah record routes and their limits, checked October 24, 2026
| Record or recipient | Published mechanism | Important limit |
| --- | --- | --- |
| Holding government agency | Identify the specific records and obtain the required chain-of-command certification. | Each agency supplies its own form. [[2]](#source-2)[[3]](#source-3) |
| County property office | The statute permits blocking specified home, situs, telephone and identifying fields in listed rolls and indexes. | Consent, court, death-certificate and subpoena provisions remain relevant. [[4]](#source-4)[[5]](#source-5) |
| At-risk record designation | The form expires at the earlier statutory endpoint. | Normally four years after signature, or one year after the agency receives official death notice. [[6]](#source-6) |
| County election office | Submit the at-risk designation form and required proof to the county clerk. | The retained statute separately prints a future January 1, 2027 consent provision. [[7]](#source-7)[[8]](#source-8)[[9]](#source-9) |
| Covered commercial controller | The deletion right concerns data the consumer provided to the controller. | Do not expand that wording to every piece of data obtained about the consumer. [[10]](#source-10) |

## Which current section and category apply?

Utah's current at-risk government employee section is 63A-19-408, renumbered from 63G-2-303 effective May 6, 2026. The category definition names current and former judicial, military, prosecutorial and law-enforcement roles. It also reaches other government employees meeting the specified credible-threat or unique-duty risk condition. Family coverage requires the listed relationship and residence with the employee. [[1]](#source-1) [[11]](#source-11)

The application goes to every government agency holding the identified records. It must specify the records or portions to classify as private and receive certification from the highest-ranking official in the employee's chain of command. Each agency provides its form. A request sent to one county office therefore does not establish that another agency received the required application and certification. [[2]](#source-2) [[3]](#source-3)

## What can county offices block, and for how long?

A recorder, treasurer, auditor or assessor may comply by blocking public access to specified fields in assessment and tax rolls and indexes. The listed information includes the home address, home telephone number, situs address and Social Security number. This is a statutory method for those offices. The actual record and field must still be identified in the agency's request process. [[4]](#source-4) [[2]](#source-2)

The form expires at the earlier of four years after signature or one year after the agency receives official notice of death. It can also be rescinded earlier. The statute permits release through specified consent, court-order and certified-death-certificate routes. A subpoena invokes its separate notice and motion-to-quash procedure. These exceptions and endpoints belong in any explanation of the designation's duration. [[6]](#source-6) [[5]](#source-5)

## Which election and commercial procedures differ?

Utah's election provision directs an eligible person to submit an at-risk designation request and required proof to the county clerk. The retained registration statute is effective May 6, 2026. It also expressly includes a separate January 1, 2027 consent provision. A current request should not treat that future form requirement as already operative. Safe at Home enrollment separately requires a certified Program Assistant. [[12]](#source-12) [[7]](#source-7) [[8]](#source-8) [[9]](#source-9) [[13]](#source-13)

The Utah Consumer Privacy Act uses narrower deletion wording than statutes covering all data obtained about a person. The reviewed right applies to personal data the consumer provided to the controller. Its opt-out provision concerns targeted advertising and sale. Its public-information definition includes specified government records and other public sources. Those commercial provisions should not be used as a substitute for the agency record-classification request. [[10]](#source-10) [[14]](#source-14) [[15]](#source-15)
